Cor blimey mate, this fella has access to so many unbindable subs. And two of him leading leaves only one SBR left to cover.
But such a low active cooldown also makes him a great base for a bind-clearing inherit and opens up the possibility of using green prong beasts like Vishnu. A3-capable leaderskill, and a gigantic subpool. I'd invest in him if I didn't already have the fastest and most consistent teams on my JP account already.

If I didn't know better, I'd assume 旋掌の星天使 translates to "Incarnation of Lara Kane" :p

Is it just me, or is Romia a match made in heaven for Ruel? Romia gives a board extension and a reasonable 5x atk (in reality much more with the bigger board) and 4x TE awakenings, not to mention Dragon Killer is great for A3. On the other end, Ruel provides survivability stats and is unbindable.
Looking forward to trying my Romia once I find some Ruel friends.

I leave the game for about half a year and see that my first God pulled has become amazing. Ruel has always been a decent sub for me and now will get the chance to lead her own squad as soon as I get some more wood attackers to fill out the team.
