It's actually one of the best Acite Skills in the game! Delay + Awakening bind clear + bind clear on an 11 turn cooldown is very very strong! And he's a five star base, which isn't as bad to pull.

If you pair with a combo leader like Kushi, the extra 3 seconds can buy you some damage. then x2.5 unconditional is not so bad. type & color don't mean anything then. stack subs with your favorite actives and run it.
