I'm not one to go in for all the waifu and hyper-sexualized comments that tend to permeate the contents of this forum, but that being said, it does appear as though her feet are bound with some sort of a manacle-like device.
I do have to say though, that, shackled or not, the artist's vision here was very clearly one of a titillating nature. I don't think there can be any debating that.

shes not even sitting on the chains from the scales if you look they are attacked to the sides of the scales like they should be. However her skirt is lined with a chain at the bottom and her fashion choices with her legs and arms incorporate alot of laces.
