Good luck finding equally low cost max skilled orb changers to make his leader skill possible. The only two I can think of is Valk (first form) and Light Sprite Sunrich, but you would have to max skill them for it to be effective. Oh I guess I forgot about KOB Leonhart but thats also a pain to max skill.
In short, I'd use this guy as a sub to Light Sprite Sunrich rather than a lead if I actually wanted to use him for low cost.

You guys are forgetting Shining Dragon Swordsman. Dragon, Hearts to Light and a Bind Heal. Perfect for this guy.

if it's light orb changers you are looking for, there's also the pirate girl that skills up fuma, and ogre for double orb change.
The problem here is that 6 orb-connected activations make use of rows to boost damage, and low cost teams will probably only have 2.

Valid point.... Verche in lower forms can work too...
I max skilled several light insect dragons when that was around to use as subs with Athena on some s-rank levels, so that is a fairly large number of 12 cost light orbs. But 5*, so yeah Valk and light knight are the only 4* or less that jump out at me. Maybe a kitty shywoodsy to make hearts for Valk to break.

I have two, but they aren't farmable like the insect dragon is, so didn't think they were worth mentioning... The awoken form is also 5*, so again, use if you have but otherwise, farm other low cost monsters for this low cost leader...

The Evo is 5* but only costs 14. You can run them against Gaia.

Slowly but surely PAD is pushing me towards a somewhat useable Apocalypse team... Shame his HP sucks though, but what more could you ask for 12 cost?

Apocalypse welcomes this guy. Dragon typing with 2x boost to dragons, and on-color unlike Dragon Shogun is a big play for him. Not to mention his two awakenings: A row enhance and a skill boost.
