So much wrong with this monster.
- (In?)famous name for a mediocre monster.
- Terrible cool down for a comparatively weak skill.
- Not easily skilled up like similar x20 nuke skills.
- Fruits to evolve into Dark/Dark is just odd.
- Strongest form is pretty lackluster in awakenings.

He evolves from a Basilisk, a monster generally known for having a deadly or stone gaze or venom. Poison and/or a delay would make more sense, and provide more utility than a weak nuke and attack boost skill.

If his name was generic (ie, Super Black Dragon), it wouldn't seem AS bad. If he had something definitive to make him stand out, like a 5 turn cool-down (a starting point of 30 turns is still terrible however), or significant stat boost to make him stronger without needing his active skill, he might be a viable sub. As he is currently, he's basically a space filler on a team until you can replace him with something stronger or more useful. Even an orb-changer with average stats and one enhanced and skill awakening should be a better use of that team slot.

Granted, one or more of his evolutions may have a place on certain teams that I'm unaware of, but it's never a good thing when you have to "justify" a REM monster's inclusion on a team. Not every monster has to be a "superstar", but every REM monster should at least be a "star".

Personally, I think it would have been interesting for him to have poison and delay as a combined skill. I don't "believe" that exists? Even a 1-turn delay with minimal poison damage would make him somewhat unique and more viable.

When do you get ultimate evolve?

As soon as you evolve the monster to its "Final Evolution" you can then evolve then to the Ultimate Evolution of your choosing. Just make sure that its "Flashing Yellow" so you know you did it correctly. *Note some monsters have some weird stat problems if you don't evolve them in their final evolution to at least level 15 before going to their Ultimate Evolution.

It WILL reset if the skill changes. However, if the skill remains the same, the skill level stays.
